Chromium OS

Is Chromium OS still available? If so, then how can I install it on my current system? If not, then will Google have another operating system available for users to install on their current computers?

No, it will not be sold separately.

This new OS is dependent upon Hardware Security for its functioning, hence presently sold laptops and computers are not up to the mark of such security requirements.

Google would do well to consider a complementary OS so that folks with existing computers could "pre-trial" Chrome OS on what they have now.
I sort of do it using Lubuntu 11.04 on my Lenovo S10 netbook. Keeping the Chrome browsers sync'd does pretty well. The electronics is virtually the same, except for the hard drive. In fact, Chrome OS will "catch up" to Lubuntu 11.04's kernal with version 13, so they'll be mighty comparable, don't you think?

In another thread there was reference to running ChromiumOS in a vmware instance, I would think that would be the best option for people wanting to try it out without damaging their machines.
