Music Manager access problem

I am trying to use this Manager to upload my music from my desktop computer to my ChromeBook computer. It has been a frustrating experience. I cannot get my desktop to access it thru Goggle Play.( I guess I said that right as I don't understand the interaction.) I have a very fast internet connection, but on the access sign-in required, I get a message that it did not connect and please check your internet connection. I bought a new song on Play and it downloaded it fine and fast, so what is the problem?

I think Google needs some HELP on their Help System.....it very seldom works for me???
