Data speeds are measured in megabits per second (mbps). Wifi is about 15 mbps. 3g is about 3-3.5 mbps. 4g is about 12-20 mbps. In short words: 4g is much faster than 3g
Wi-Fi isn't a data connection in itself, but a means of connecting to one via wireless technology. The speed of your Wi-Fi connection is entirely dependent on the local network it is connected to, so speeds could range anywhere from 2 Mbps - 150 Mbps.

I tether 4G from my Android phone without a problem. For free. To be honest, the screen size doesn't bother me much...this coming from some one who made the transition to a 12" Chromebook from a 17" Dell laptop.

Portability is one of the key points of the Chromebook. 12"s is an ideal size for teachers, business people, ect...without the screen feeling too small.
