Bug in File App under ChromeOS

Google Chrome 38.0.2125.108 (Officiële build bd1be18)

Recently i found strange, unwanted, behaviour in the File App on my Samsung Chromebook 2.
When a text file is present in map Download (on the SSD) and is copied within that map then the two stay synchronized in there content ! Even if you change the filename of the latter file.
And, more or less in line with that behaviour, a cut/paste operation of a text file in map in Drive to map Download succeeds, but when update in Download it gives a warning that it should be taken out of the waste bin. If yoy agree to that then the original stays synchronized on the content from Download to Drive !
So it is impossible to change files in Download ! All change must be in Drive !
That means Download is only there for downloads indeed.
Is that strange or what ?
