External battery pack for Chromebook?

HP Chromebook 11 requires 5V 3A. The external battery packs for tablets output 5V 2A. External laptop battery packs don't have an USB port for laptops. Some may also have an USB port but it is only 2A so meant for tablets. Would an external battery pack outputing 5V 2A charge the Chromebook?

Samsung Chromebook Series 3 has a barrel jack. Any external laptop battery packs that offer a compatible barrel tip? Would an external laptop pack over charge the Samsung since the Samsung only needs 5V 3A?
