The Credit Card In Activation Is used To Verify You Are A Human. Got To google.com/support/chromeos and click on mobile broadband issues and call number specified with instructions given. I Got Mine Activated Without It.

I don't mind my card..Used my AMEX so I could dispute if they did charge at some point. Plus it has been useful for trips..activate for a month then cancel..Don't have to put in a new card.
