I wouldn't expect to see Skype on Chrome OS any time soon, for two reasons:
The first is technical. Google Talk on Chrome OS uses the included Google Talk Plugin, which I would guess implements Google's audio and video codecs. Skype uses their own proprietary codecs, which would probably have to be implemented as a Chrome OS plugins. Skype would have to write this plugin, and get Google to include it in Chrome OS, since you can't install plugins, and also write a Chrome extension that uses the plugin. Their current implementations are all standalone programs.
The second reason is that Microsoft is buying Skype, and they probably have little incentive to implement any of this.
