I have used Foxmarks/Xmarks for a long time now. I use it to manage my bookmarks across 5-6 machines. And on occasion log in on say a family members computer to grab a url. The issue with my Chromebook is that it want let me turn off "sync" and I keep getting pop ups telling me to disable sync. Should make the change and let Chrome manage my bookmarks? Can you access your bookmarks from the web as with Xmarks?

Not sure I follow. Xmarks is in the Chrome Web Store so see no reason why you cannot use it to manage bookmarks as advertized.
